Carrot & Stick for the Indian voter

Elections in the India - world's largest democracy is finally coming to an end and hopefully tomorrow there will be a new government in place. What is not in place is the sense of moral responsibility of the people towards the welfare of the country,the state, themselves and the coming generations. A few months ago, the people of the USA voted and they did not trickle out in groups of 30 to 40% but everyone voted 24X7.
In many other countries, voting is compulsory and if the person does not vote, he/she is fined for the same.

I propose that for all those who go and vote, in spite of the heat and dust of May, they should be given a reward/ carrot - one month's salary tax - free. This would prove to be an incentive for those who do not take the trouble to cast their vote. And if the carrot does not work, then use the stick and fine them a week's pay or even a month's pay as punishment for not exercising their birth-right ( for which thousands of people have died and which has been handed down to them on a silver platter).

Conversely, the month in which the election is held could be changed to October or February and voting should be made a 24 hour process on polling day.

Parents vs Teachers

A shopkeeper at the local market commented on how little my friend had purchased from his shop. She replied that her wants were limited to the basic items. The shopkeeper was very impressed and began comparing her value system with that of the world ( to be read as materialistic). He also lamented that he could not practice the same with his kids. When he came to know that she was a teacher, he asked her to pass on her values to her students.

Now, here is my dilemma - when parents can not instill the right values into their children while they are growing up, how can they expect the teacher to do so in a class of 40 minutes
?

Don't parents know that a child's mind is a fresh clean slate and what they impart at the very onset, is what will help build the child's value system? Values are passed down by parents from one generation to another, not in a classroom.
