Poor exploiting the poorer

There are plenty of laws against child abuse and child - labour exploitation but in my neighbourhood, there is a very poor family from Bangladesh. The father works as a sweeper or rather works for the local municipality appointed sweeper, who coolly collects his pay (gives this poor Bangladesh fellow a few thousand rupees) and also works elsewhere. I often see his small son picking up the garbage near the garbage bin and sweeping with a broom twice his size.
